The Smoke-Free Arizona Act that will become effective
May 1, 2007, may require the Recreation Centers of Sun City, Inc. (RCSC)
to enact some operational changes to comply with the new law. All
RCSC buildings are currently designated as smoke-free environments and
smoking is permitted in certain outdoor areas. The new law may
require RCSC to impose more stringent regulations for smoking on its
property.
The Smoke-Free Arizona Act was passed as Proposition 201 in
the November 2006 state elections. The act states that smoking is
prohibited in all public places and places of employment in the state.
Exceptions include retail tobacco shops and outdoor patios, which must be
situated to prevent smoke from entering any places where smoking is
prohibited.
The Arizona Department of Health Services is currently
developing the specific rules and regulations for implementing the
Smoke-Free Arizona Act. A preliminary draft of these rules recommended
by ADHS would prohibit smoking within 15 feet of main entryways of
buildings, but ADHS has invited the public to offer input before making a
final decision on the regulations. The public was invited to offer
written input or attend any of three public hearings that were held March 6,
7 and 8. ADHS expects to finalize the rules in April.
The impact of the new regulations on RCSC facilities will
depend on the final rules about the required distance from entryways.
Most RCSC facilities, including Viewpoint Café and all five of RCSC’s Grill
& Deli facilities at the golf courses, have outdoor patios or areas where
smoking is permitted. Boundaries of some smoking areas or patios may
have to be adjusted to meet the new guidelines when they are determined.
RCSC will continue to keep members and cardholders informed about the impact
of the Smoke-Free Arizona Act on its facilities.
The act will also require RCSC to post new signage
throughout the RCSC facilities informing patrons of the new smoking policies
as well as inform all employees of the law and RCSC’s company policy
regarding smoking.
